  2. In a bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt.
  3. Add softened butter, eggs, and vanilla extract to the dry ingredients, mix well.
  4. Gradually add milk and mix until smooth.
  5. Fold in the crushed Oreo cookies.
  6. Pour the batter into cupcake liners, filling them about 2/3 full.
  7. Bake for 18-20 minutes or until a toothpick comes out clean.
